Liz McQue - Chief Executive

As a result of the overwhelming success of the Working in Neighbourhoods Level 2 Programmes, we are delighted to offer a further programme to councillors in the North West.
The aim of the programme is to develop the breadth of knowledge and skills that councillors need to help them work effectively within their neighbourhoods. This programme has also been tested through pilot groups and minor changes have been made to make sure it meets the needs of councillors as decided by participating councillors.
This programme also compliments the government's Big Society initiative and would support evidence of learning if your authority is working towards levels 1 or 2 of the North West Charter for Elected Member Development.
On completion of the course participants will be awarded a recognised Level 2 Qualification in ‘Working in Neighbourhoods' which is accredited and awarded by NCFE.
Content: This comprehensive programme for councillors has been designed and developed by North West Employers and Neighbourhoods North West. Councillors from the region have also contributed to the final programme design. The qualification covers ten units which are:
- Roles and Boundaries
- Community Engagement
- Leadership Skills
- Communication Skills and Information Management
- Organisational Skills
- Managing Expectations
- Partnership Working
- Effective Meetings and Presentation Skills
- Working with Young people
- Working with Older People
How the programme will be assessed: Councillors will be required to complete a short workbook covering each unit of the course which will be submitted to the Awarding body.
Additionally, records of relevant discussions that the tutors observe during the course will be recorded as supplementary evidence.
The workbook is supplemented by an extensive reference book which will be provided and included in the cost to supplement the course.
Commitment: Councillors wanting to attend this course will be required to commit to attending all 5 days.
Councillors will also be required to participate in the evaluation process to help us shape any future courses to ensure the content is always relevant and up-to-date and that it continually reflects the needs of councillors.
If potential delegates would like to speak to councillors who have previously attended this programme contact Pat Wilson on patw@nwemployers.org.uk or telephone 0161 214 7103.
Quote from a previous attendee:
'As a new councillor of just 12 months I have felt the experience to be quite daunting at times particularly when working alongside both established councillors and officers with their in depth knowledge and experience. I was delighted then when given the opportunity to take part in this course which I hoped would provide me with additional skills and knowledge of the role of the councillor in the community.
The course was excellent, tutors were knowledgeable, friendly and helpful and encouraged participation amongst students. The atmosphere was informal and amiable.
The subjects covered were relevant to the role and wide-ranging. I have benefitted very much from taking this course by learning more about my role and how to apply it in my area both with constituents and with the Local authority and other agencies.
I would recommend anyone, particularly new councillors to jump at the opportunity of participating in this training.'
Councillor Peter Boland, Knowsley Council
