We believe that at the heart of local authority management there must be a commitment to councillor development to support them in modernising local government.

We launched the North West Charter for Elected Member Development in 2000. This sets out six elements which must be in place for the Charter to be awarded. Achievement involves two stages:

  1. A commitment by the authority to the principles contained within the Charter
  2. Proving that they meet these through an independent assessment process

Once achieved, the award is reviewed every three years. Authorities can elect to be reviewed, not just against the original level one standard, but against the exemplar level two standard.
