Declaration of Commitment

The first stage of the process to achieve the Charter is for the authority to declare its commitment to the following principles:

  • Having a statement of intent
  • Ensuring that all councillors are made aware of training and development opportunities
  • Having a process to identify individual development needs which involves councillors
  • Having an officer allocated to assist councillors and groups in identifying needs and providing information on resources
  • Having a strategy to meet the training and development needs of councillors and implementing the strategy locally

With Councillors from our Regional Development Committee we work with each authority to evaluate their member development strategy and assess both the provision of development activity and the impact that it has for councillors and their communities.

The second stage of the process, should authorities want to be assessed for Level 2, is more rigorous and focuses on evaluation and impact.
