Achieving Charter Level 2 – Exemplar Standard
To achieve Level 2 authorities must provide evidence that councillor development has had an impact on the community, councillors and/or the authority.

Level 2 takes councillor development a stage further. This is all about evaluation and impact on the community.

The process involves us considering:

  • An issue for the authority and community to tackle
  • The learning and development which took place to equip councillors with the knowledge and skills to tackle the issue
  • The impact of the learning and development on the community, on councillors and the authority
  • Evaluation – what did the authority learn from the whole process, did everything go to plan, was the desired outcome realised?

As part of the process we will ask you to provide us with evidence which supports the above so it’s about you proving what you have done to the assessors.
