Housing sectors are undergoing and having to manage significant change and transition in an environment of complexity and uncertainty.
Recent changes in the funding regime for affordable housing, means that competition for resources will become even more competitive. In the future government policy is to create more homes from revenue rather than capital (using the higher rent levels to re-invest in new building) and for the sector to ‘sweat' their assets far more effectively than before.
Housing sectors are also being faced by the impact in the changes to welfare benefits and the move towards rent levels being pegged at 80% of full local market rates (rather than typically of around 50%).
This all means that the environment within which social housing providers are operating is changing fundamentally and they are having a big stock take as to how they want to operate in the new financial and policy environment.
The role of HR in helping to drive this change in culture and delivery, whilst keeping employees motivated and performing, will be paramount. In this context the HR teams need to keep fully abreast of the policy environment and in tune with the challenges being faced by their senior management teams and boards.
