The Councillors' Learning Zone
With support from the North West Improvement and Efficiency Partnership (NWIEP), we have developed a portal which provides councillors with easy, 24/7 access to a number of online resources. The modules vary in duration, are delivered in bite-sized chunks and you can dip in and dip out of each module at your convenience.

E-Learning Module on the Scrutiny of Partnerships
The role of councillors in the scrutiny of local public services is still evolving and already goes way beyond what the local council provides.

Local scrutiny is an essential part of ensuring that the public sector funded services in a locality are effective and accountable. With support from NWIEP, we have developed a new e-learning module on the Scrutiny of Partnerships. You may also be interested in North West Employers' Strategic Scrutiny Network for councillors.

Public scrutiny can be defined as the activity by one elected or appointed organisation or office examining and monitoring all or part of the activity of a public sector body with the aim of improving the quality of public services. A public sector body is one that carries out public functions or spends public money. Scrutiny ensures that councillors and executives are held accountable for their decisions, that their decision-making process is clear and accessible to the public and that there are opportunities for the public and their representatives to influence and improve public policy.
